Ranger's Request is a part of the game's Main Story questline, obtained around level 60. As part of the quest process, a specific NPC will offer to teleport you to Ignea. Unfortunately, this NPC despawns after a set amount of time, and there is no way to complete this step of the quest if you miss it, which locks your progression of the rest of the Main Story quest.
Firstly, be advised that although the Main Story quest line rewards a generous amount of experience and items, and reveals many details of the game world and story, it is not necessary to complete this quest line in order to progress your character, and you will not miss out on any vital items or character options.
If you've gotten stuck at this point of the quest line and still wish to experience the rest of it, please send a support ticket and we will manually advance your character to the next step of the quest line. You will miss out on the rewards, but you should be able to complete the rest of the quest line without issue.
